The US should federalize education and make it mandatory that everyone attend school until they actually know how to read, write and do basic math without a calculator.
As for Mexican immigrants, anybody showing up at the border gets pressed into a uniform and inducted into the national Truant Officer corps, to keep the lazier students from escaping their legal obligation. Each immigrant has to serve three years as a truant officer for basic room and board and ed
ucation, then they can stay.
